A lot of NAA`s are fighting with low budgets and resources to hire, train their inspectors and to address all ICAO Standards properly. Therefore is a missing documented and implemented oversight programme (SSP - State Safety Programme) , missing organizational structure, missing national legal framework always subject of corrective action plans released by ICAO after USOAP / CMA Audits.
ICAO has performed safety oversight audits under the framework of the Universal Safety Oversight Audit Programme (USOAP). ICAO has evaluated the safety oversight capabilities of its Member States as well as monitored their corrective actions as they progressed towards the achievement of global aviation safety.
