Missing Budget for Inspector Training Activities

There are a lot of training activities going on around the world. ICAO and other training organizations are doing a good job in terms of government inspector training and education to bring them to standard. Due to small budget can be observed that one way marginal training is a step in the right direction but not enough to develop a working oversight system.
